Referred outside of Kaiser

I suffer from anxiety and stress. I had some kind of attack at the doctor’s office; the doctor said it was stress-related and referred me to mental health. After seeing one of Kaiser’s therapists, I was referred outside of Kaiser because they were booked up. The person I saw outside Kaiser was so unprofessional and unethical, I had to make a formal complaint. Now Kaiser has sent me again to an outside facility. I’m still having panic attacks, but since only a psychiatrist can prescribe medication, I’ve had to wait for an appointment within Kaiser to get a prescription. I don’t understand why Kaiser can send me outside for counseling when they know I need medication, too. Someone at Kaiser asked me if I felt they were responsible for what happened to me when they sent me to the outside facility. I said yes because they were the ones who sent me there. It’s been several months now, and no medication. I’ve recently tried calling their mental health department, only to be put on hold for so long I end up hanging up.
