Referred out-of-network, sent back to Kaiser for evaluation, no response

I was referred to mental health group sessions for depression. In the depression group I was later told that I wasn’t at that stage and was referred to speak with a manager, who submitted my information to AbleTo (out-of-network virtual therapy). I had my first appointment with AbleTo the following week. A week after the first consultation I was told that I needed a psych evaluation and that I needed a specialist that deals with trauma and depression. Kaiser mental health hasn’t reached out since the referral.
