No help for child with panic attacks

I took my minor child to Kaiser emergency room four years ago, two times, and on both occasions Kaiser hospital did nothing for her. She was not offered a single treatment; it took hours to get the room. My child had classical symptoms of panic attacks yet was referred to her general doctor. We were sent huge medical bill afterwards. No blood tests or hydration or single cotton ball was used during a very short hospital stay. We dropped Kaiser insurance for her after that year.
