I took my young daughter to the emergency room at Kaiser

I took my young daughter to the emergency room at Kaiser Roseville on two occasions, where Kaiser staff hospitalized her twice. She was not provided therapy. Instead, she was enrolled in a class. They told us she did not need therapy because it was not a medical necessity. How can it be that kid who was hospitalized two times does not need therapy? Why do they tell us that she has to be watched 24/7 and we have to lock up anything she can hurt herself with, but they say therapy isn’t warranted? She is on all kinds of medications, but they can’t be bothered to give therapy to find out WHY she is feeling this way?
