Trying to get care for our 10-year-old daughter for several years

We have been trying to get care for our 10-year-old daughter for several years now. With limited resources we can only get her one counseling appointment every  three weeks, even though her mental health is deteriorating and she is now talking about wanting to end her life. The only help we get is her counselor saying to take her to the ER, which does nothing. We were recently referred to an inpatient treatment program and had a horrible experience because no one knew anything about the program and my daughter ended up being a guinea pig for a brand new program and was the only child in the treatment center. I have repeatedly requested more frequent appointments, and I’m told that it’s not possible due to staffing.
