How do you run a mental health crisis clinic without a psychiatrist on duty?

I have been receiving psychiatric care at Kaiser for several years. When my psychiatrist left Kaiser, I was not assigned a new doctor. I was unable to make an appointment with a new doctor. After months and a psychiatric emergency that almost escalated to voluntary hospitalization, I walked into the mental health crisis clinic on a weekday morning and was denied access to a psychiatrist. I was told there was none on duty. How do you run a mental health crisis clinic without a psychiatrist on duty? After many phone calls, email exchanges, and a lot of complaints, I was granted an appointment for one month later.
